Government House, Hongkong, 11th August, 1904.
Referring to your Despatch No. 183 dated the 13th June, 1904, in which you approved Dr. W. W. M. Koch drawing House Allowance as a temporary measure while he was acting in the particular post (Assistant Colonial Surgeon in Medical charge of Subordinate Government Officers and of the Gaol) vacated by Dr. J. C. Thomson, who proceeded on 12 months leave on the 2nd September, 1903, I have the honour to forward a copy of a letter from the first named Officer protesting against a decision of the Officer Administering the Government that your approval should not be taken to cover the period from the 2nd September to the 30th June, during which the allowance had actually been drawn by Dr. Thomson.
2. The case of this allowance has been a difficult one, their claims having been urged with ability and much insistence by the two Officers affected, and different views with regard to them having been taken by Sir Henry Blake and Mr. May, both of whom had full knowledge of the facts of the case.
3. The simplest solution, and one which would doubtless...
